      Adsense is a program for bloggers to earn money from google ads. You just need to enroll for adsense and then you get an option to showcase ads on your website. As people click on the ads, money gets credited to your adsense account. Which you can take back to your bank account.
      On the other hands adwords is a program to advertise on google publisher sites. Here you pay to showcase your ads to masses.
      So by adwords you show your ads on the websites who have enrolled for adsense.
