The character limit of meta Title is around 65-70 including spaces. You can go upto 70 but do not exceed 70 character limit. Similarly character limit of meta description is between 150-160 including spaces. You cannot exceed the limits of both meta Title and description.

Title Tag: <title>The title of the Page</title> (Unique title for your page)
Limit: Google typically displays the first 50-60 characters of a title tag,Experts suggest to expect about 90% of your titles to display on Search results properly. There’s no exact limit, because characters can vary in width and Google’s display titles max out (currently) at 600 pixels.

Description Tag: <meta name = “Description” Content=”Description of the Page”>
Now in 2018 has increased the size of search result area with new meta description limit of 300 characters .

According to Google, Optimal title length is 60 character.

Google typically displays the first 50–60 characters of a title tag. If you keep your titles under 60 characters, our research suggests that you can expect about 90% of your titles to display properly.

When writing meta descriptions, we tend to keep it between 150-160 characters because Google usually truncates snippets that are longer than 160 characters. Besides, Google used to display only 2 lines of meta descriptions on their search results page.

According to MOZ: Meta descriptions can be any length, but Google generally truncates snippets ~300 characters (this limit increased in December 2017). It’s best to keep meta descriptions long enough that they’re sufficiently descriptive, so we recommend descriptions between 50–300 characters. Keep in mind that the “optimal” length will vary depending on the situation, and your primary goal should be to provide value and drive clicks.

And you cannot exceed the limits.

For the best result in 2019, keep meta description length from 120 to 158 characters and meta title length from 50 to 60 characters for better result you can check title length on Moz title bar.
